2 березня 2022 р. правління російської бібліотечної асоціації на своєму вебсайті опублікувало заяву.

Ця заява є вершиною цинізму та непрофесійності! Вони бідкаються, що "очень сложно в потоке новостей переключиться на работу в повседневном режиме, на профессиональную деятельность".

Сьогодні російська федерація знищує "общие ценности — фонды, культурное наследие, тот самый информационный код, который мы должны передать следующим поколениям". Щодня ми дізнаємося про нові руйнування і втрати університетів, бібліотек, культурних пам'яток від російських бомбових і ракетних ударів, від обстрілів градами та смерчами українських міст. Чернігів, Харків, Суми...

Якщо російська бібліотечна асоціація, зазначаючи в заяві, що "особенно важным нам представляется помощь в сохранении книжных фондов библиотек, попавших в зону высокого риска", сподівається отримати цінні фонди українських бібліотек собі, то нехай знають ‒ цього не буде ніколи!

Так, сьогодні дійсно "время профессиональной солидарности и поддержки", як вказується у заяві.

І тут, в Україні, ми відчуваємо й отримуємо підтримку від друзів і колег з усього світу. Нам пишуть тисячі бібліотекарів і читачів бібліотек з різних країн, готових прийняти у себе українських біженців, які вимушені залишати свою країну, рятуючи своє життя від смертельної загрози російських бомб і танків. Бібліотеки сусідніх європейських країн вже запроваджують спеціальні програми і заходи для роботи з українськими біженцями. Нас підтримують бібліотеки та бібліотечні асоціації з усього світу, засуджуючи війну росії проти України, жахаючись тим страхіттям, смертям і руйнуванням, які несе російська армія українському народу!

На жаль, ми не чули жодного голосу бібліотекаря з росії, який би назвав війну війною і закликав керівництво своєї держави та армію зупинити цю жахливу агресію.

Українська бібліотечна асоціація звернулася до Президента, Правління і Генерального секретаря ІФЛА щодо припинення співпраці з установами російської федерації та їхніми представниками в межах діяльності ІФЛА.

На жаль, ми поки не отримали відповіді на своє звернення. Але нашу пропозицію відсторонити російські бібліотеки та організації від участі у прийнятті рішень та реалізації міжнародних проєктів під егідою ІФЛА підтримують багато членів ІФЛА і вимагають цього. Ми сподіваємось, що Правління ІФЛА, дотримуючись принципів об’єктивності та достовірності, буде чесним ‒ визнає війну Росії проти України та прийме справедливе рішення.

Ми звертаємось до всіх бібліотек та бібліотекарів розірвати професійні відносини, не брати участь у спільних проєктах з бібліотеками, іншими освітніми та культурними установами російської федерації та представниками цих установ!

Росія має відчути наслідки своєї немотивованої агресії в усіх сферах суспільного життя!

Ми на своїй землі, у своїй країні! Ми захищаємо свою незалежність та європейські цінності! Зараз Україна бореться з росією за весь світ!

Ми переможемо! Ми відбудуємо все, що зруйнувала російська армія за наказом путіна за мовчазної згоди та підтримки російського суспільства, і російських бібліотекарів у тому числі!

От тільки людські життя неможливо повернути... Ми не забудемо і не пробачимо!

On March, 2, 2022, the governing board of russian library association posted a declaration on its website.

This declaration is the highest level of cynicism and incompetence! They complain about it ‘being difficult in the news stream to switch to the daily routine work, to professional activity’.

Today the russian federation destroys ‘the common values – collections, cultural heritage, that very information code, which we must pass to the next generations’. Every day we are informed about new devastations and losses of universities, libraries, cultural monuments caused by russian bomb strikes and missile attacks, shelling from Grad and Smerch rocket launchers against Ukrainian cities. Chernihiv, Kharkiv, Sumy…

If russian library association, pointing out in the declaration that ‘we see it especially important to help save book collections of libraries which are at high risk’, hopes to get valuable book collections of Ukrainian libraries, let them know – that will never happen!

Today it is truly ‘the times of professional solidarity and support’ as it is stated in the declaration.

And here in Ukraine we feel and receive support from friends and colleagues from all over the world. Thousands of librarians and library readers from different countries are writing to us, being ready to host Ukrainian refugees, who are forced to leave their country saving their lives from a mortal threat of russia’s bombs and tanks. Libraries of neighboring European countries are already introducing special programmes and activities to work with Ukrainian refugees.

From all over the world we are supported by libraries and library associations strongly condemning russia’s war against Ukraine, horrified at terrors, deaths and devastations being brought to Ukrainian people! Unfortunately, not a single voice of a russian librarian is heard calling war ‘a war’, calling upon their country leadership and army to stop this horrible aggression.

The Ukrainian Library Association has appealed to IFLA President, IFLA Governing Board and IFLA Secretary General to stop collaboration with russian federation institutions and their representatives in the framework of IFLA’s activity. Unfortunately, we haven't received a response to our appeal.

But our official proposal to suspend russian libraries and organizations from taking part in decision-making and implementation of international projects under the aegis of IFLA are supported by a lot of IFLA members demanding this.

We hope that IFLA Governing Board adhering to the principle of objectivity and credibility will be honest and acknowledge russia’s war against Ukraine and take a just solution.

We are appealing to all the libraries and librarians to cut all professional connections, not to participate in common projects with libraries, other educational and cultural institutions of the russian federation and representatives of these institutions! Russia has to feel the consequences of its unmotivated aggression in all the spheres of social life!

We are on our own land, in our country! We are defending our independence and European values! Now Ukraine is fighting with Russia for the whole world!

We will win! We will rebuild everything that has been destroyed by russian army under the order of putin with the tacit consent and support of russian society including russian librarians!

Except for people’s lives which we cannot bring back…

We will not forget and we will not forgive!
